According to the announcement No. 3 of the CNCA (Certification and Accreditation Administration of the People’s Republic of China) published January 8, 2016 additional GB standards have been released for plugs and sockets for domestic use and similar purposes. The new GB Standard, GB 2.099.7-2015
(“Plugs and Sockets for Domestic Use and Similar Purposes, part 2-7:
Special Requirements for Sockets of Extension Cables”), was added to the
Implementation Rule CNCA-C02-01:2014
and the old GB Standards GB 2099.1 and GB 1002/GB 1003. GB 2.099.7-2015
was announced on October 13, 2015 and will come into effect on April 14, 2017.
The CQC has published new details on its website on March 21, 2016 about the changes for the CCC certification of extension cables. Applicants should take notice of the following:
- Applicants with existing CCC certificates that
are in accordance with the old standards can voluntarily choose to
update to the new standard before April 13, 2017. Starting on April 14,
2017 CCC certification will be based on the new standard.
- The deadline to update existing certificates to the new standard is April 14, 2018.
- Certificates that are not updated by April 14, 2018 will be
suspended and then cancelled, if they are not in complete compliance by
July 14, 2018.
- For the update, a change application need to be submitted to CQC and
new product tests need to be done according to GB 2.099.7-2015.
- Additional information needs to be written on the new certificates
in accordance with the new GB Standard (e.g. part number, rated current
and rated voltage).
- For products that are sold on the Chinese market before April 14,
2017, and that are not manufactured anymore, no action is needed.

The process of CCC certification
can be confusing and frustrating to figure out. Manufacturers usually
assign their quality engineers or officers with the daunting task of
getting their products certified. Unfortunately, on official
governmental websites there is no clear path laid out to explain the
process. The lack of clarity and language/communication barriers
combined with the necessity to deal with the Chinese authorities can
make the certification process seem overwhelming.

Some time ago we have already published news regarding the 15 new implementation rules for the CCC Certification of automotive components
implemented in August 2014 by the Chinese authority CNCA (Certification
and Accreditation Administration). These regulations officially took
effect from January 1st, 2015.
Within those 15 new implementation rules, there is also an updated version for fuel tanks. The current version’s number is CNCA-C11-11:2014.

Already existing CCC certificates must be updated until January 1st, 2017.
Certificates, which do not contain the new number CNCA-C11-12:2014,
will then be temporarily suspended and eventually completely erased from
the CNCA database.

Manufacturers holding CCC certificates for their products must comply with the applicable Chinese regulations for CCC certification compliance (the official Implementation Rules and GB standards).
The applicant/certificate holder is responsible to announce any planned relevant changes by submitting the required applications and to implement changes only after approval by the Chinese authorities.
Notifiable changes include the following items:
Changes regarding the product design
Changes regarding the product structure (e.g. adding a material layer on an interior automotive part)
Changes regarding a “key component” (e.g. changing the tank cap of an automotive fuel tank)
Changes of a raw materials
Changes of suppliers
Changes in organizational structure (e.g. change of CCC responsible person)
Changes made by the Chinese certifying authority that require certificate updates include:
Updated GB standards
Updated Implementation Rules
The CCC Implementation Rules explicitly state that only the responsible certification body will decide if an official change application must be filed and what the corresponding consequences for the certificate holder will be.

In case there are major changes regarding the certified product itself, the applicant may be required to send samples for testing in China.
If the production line is going to be shifted, or the entire factory will be re-located, Chinese authorities will typically require a new initial CCC certification or at the very least a factory inspection of the new facility by Chinese auditors.
CCC certificate holders often report changes which have already been implemented during their annual audit. However, this is not the accepted way to notify the Chinese authorities of changes. Factories run the risk of non-conformance and possibly even suspension or revocation of their certificate if they do not follow the prescribed procedures for change management set forth by the Implementation Rules.
The Chinese authorities constantly work on improving the GB standards. As soon as a new GB standard becomes mandatory all changes in certificates and new CCC certifications need to comply with the new GB standard. Holders of CCC certificates that are in compliance with the old GB standards will have to apply for a change of GB standard within the deadline specified by the Chinese certification authority and will be required to do product re-tests according to the new GB standard.
The framework of the CCC certificates are determined by the “Implementation Rules”. Every product group has its own Implementation Rules where the
CCC certification process, CCC certificate characteristics and regulations regarding the marking permission are set. When the Chinese certification authorities issue new Implementation Rules, certificate holders are responsible to apply for a change of certificate within a certain time frame after the Implementation Rule change has been officially announced.
Valid certificates are required to comply with the most current GB standards and Implementation Rules. If certificate holders do not apply for a change of their certificate within the allotted timeframe, they run the risk of non-conformance and possibly even suspension or revocation of their certificate.
