The Chinese certification authority CNCA (Certification and Accreditation Administration) has recently published an updated HS codes list on its website, which defines the customs tariff numbers for CCC mandatory products.
Products with these customs tariff numbers (also known as “HS Codes”, meaning “Harmonized System”) can be detained when importing into China without a CCC certificate.
The updated list of the CNCA only contains products, which require a China Compulsory Certificate (CCC, also abbreviated as “3C Certificate”). The official CCC product catalogueprovided by the CQC (China Quality Certification Centre) presents all mandatory products. However, HS Codes can be different compared to the CCC product catalogue. This often leads to incorrect correlation of product categories and can result in incorrect categorization.

The CNCA implementation rules determine which product tests are required for the respective certification.

On June 9th 2017, the Chinese National Certification and Accreditation Administration (CNCA), who monitor the CCC certification; the mandatory product certification for importing products in China, celebrated its 10th ‘World Recognition Day.’
As part of this celebration, the CNCA affirmed its
desire for continuous improvement and enhancement to their internal
process and actions in the fields of construction, aviation, machinery,
automobiles, home appliances, toys, food and other industries.
They also used the event to highlight their 10 core aims to enhance CCC certification over the coming year.
1. The first is the further integration of its green certification policy. This means creating a unified list of ‘green products’ to help promote ‘green consumption.’
2. Second, a push to create an agricultural certification brand to
increase the supply of ‘green products.’ Moreover, an increased desire
to promote and implement ‘green’ standards in robotics.
3. Third, increase departmental co-operation and expand internal sales with a wider range of industries.
4. Fourth, strengthen quality management, with a
quality management upgrade system relevant to each major industry. A
grading system is also likely to be introduced, which is hoped to
5. Fifth, expand the certification’s recognized new format,
particularly in industries to do with ‘The Internet of Things’ and the
electric business in general. This is to help bolster internet economic
development. This will also include improving the ‘cloud bridge’
certification and information sharing platforms to provide assurances of
the quality of information.
6. Six, create a certification accreditation demonstration area.
This will predominantly be for organic product certification, good
agricultural standard certification, green product certification,
‘leader’ action and several demonstration projects, all to promote
inspection and certification development
7. Seven, speed up inspection and certification of public services platforms, particularly for smaller enterprises.
8. Eight, consolidate and expand the achievements of international cooperation and build a certification and recognition of international cooperation mechanism.
This is to promote inspection and certification and overseas
investment, as well as production cooperation projects to boost Chinese
enterprises and products being exported.
9. Nine, enhance the ‘bonus service,’ meaning enhance post-production quality control beyond the manufacturing process.
10. Ten, enhance the basic support capacities that are currently available and deepen the national quality technology bases (NQI) certification.
This will require the recognition of: key technology research,
constructing a certification and accreditation power evaluation index
system, implementing a certification and innovation accreditation test
as well testing of the national statistical system, improving the
certification and accreditation standards system and developing the
talent innovation project.

On July 1, 2017, the new GB standard for license plate lighting for motor vehicles comes into force, thus ultimately replacing the existing regulations.
Since July 1, 2016, all new applications for license plates certification are handled according to the new GB standard GB 18408-2015.
Manufacturers whose CCC certificates have still been issued according to the old GB standard or whose applications have been submitted before the publication of GB 18408-2015 must note the following:
As a general rule, all certificates must be updated to the new GB standard by July 1, 2018.
The only exemption to this are certificates which were issued before July 1, 2017,
and whose license plates lightning are no longer produced in series but
only serve to ensure the supply of spare parts, so-called spare- or service-parts certificates.
Depending on the type of light source used, new product tests carried out in accordance to GB 18408-2015 may be required.
- CCC certified license plate lightning that utilize conventional light bulbs do not require new product tests. The certificates can be updated to the new regulations after the annual follow-up audit is passed successfully.
- CCC certified license plate lightning that utilize alternative sources of light do require new product tests in order to update the certificate to the new GB Standard.
All certificates which have not been either updated by July 1, 2018,
or converted to spare-part certificates will be suspended. If no update
or conversion has taken place within 3 months, the affected
certificates will be canceled.

On August 31, 2016 In-Compliance Magazine published an article about the CCC-certification of automobiles and automotive parts on its website. The article was written by Mr. Julian Busch, CEO of the China Certification Corporation .
According to the article there has been continued growth and interest
in Chinese market throughout 2015. For 2015, it was estimated that the
automotive market would grow by approximately 3%. According to CAAM
(China Association of Automobile Manufacturers), the actual growth for
2015 was 4.7% with additional growth specifically in the upper-end
luxury car market.
The growth of the Chinese market is phenomenal. The US market is the
second largest market for automobiles. In 2015 the US sold 17.2 million
cars. That same year China sold 24.6 million cars according to Forbes
Magazine (January 12, 2016).
Since Chinese branded cars make up for only around 40% of all sold
vehicles in China, it remains to be one of the most attractive markets
for European and US car manufacturers.
Along with the potential and chances, the author mainly
identifies three things to be one of the major challenges for Chinese
market penetration and sales strategy: CCC.
Comparable with the European CE certification, the CCC certification serves to ensure high quality standards for of imported and Chinese produced goods. CCC was implemented in 2002.
The article focusses on the certification of “whole cars” as well as
the individual parts that are required to be CCC certified. Specific
production parts and service parts need CCC certification before being
shipped individually or on vehicles. It encompasses the different types
of complete car homologation, as well as CCC for single automotive parts
